Umeda Sky Building
Admission to the Kuchu Teien Floating Garden Observatory is ¥2,000, and the building is open until 22:30 with last entry at 22:00. Those two numbers should be read together, because the late closing is the whole argument for the price.
There is a trap in between. The Osaka Amazing Pass covers this building free only until 15:00; after that the pass gives a discount instead. Fifteen hundred is precisely the wrong cut-off, because the view from here is worth ¥2,000 at dusk and about ¥800 at two in the afternoon. Pass holders end up going at the hour that makes the visit worse in order to save money on it.

The building is the point
Two forty-storey towers, joined at the top by a doughnut of roof with a hole in the middle. Hiroshi Hara designed it and it opened in 1993 as the surviving quarter of a scheme for four towers; what got built reads as a fragment of something larger, which is part of why it looks like nothing else in Japan.
You go up in a lift to the 35th floor and then cross the gap on an escalator strung through open air in a glazed tube, with the city forty storeys below your feet and nothing structural in your peripheral vision. It is a genuinely unsettling thirty seconds and it is the best-engineered piece of theatre in any observation building in the country. People with a real fear of heights should know it is unavoidable; there is no alternative route up.
At the top there are two levels. The 39th floor is enclosed, with seating and a café. Above it is the open rooftop ring, coated in a luminous paint that glows faintly underfoot after dark, with no glass between you and the view at all. That upper deck closes in heavy rain and strong wind, and in a typhoon week that is not hypothetical. If the forecast is bad, the enclosed floor still opens, but you are paying full price for half the building.
The hour to go
Come about forty minutes before sunset. You get the city in daylight, the fifteen minutes where the Yodo river turns metallic and the grid starts lighting up, and then full night, all on one ticket. Nothing else in Osaka gives you a better return on a single admission.
What you are looking at is legible in a way the view from Tsutenkaku is not: the Yodogawa to the north, the whole Kita business district immediately below, Osaka Station and the Umekita development at your feet, and on a clear evening the Rokko mountains behind Kobe to the west. Osaka Castle is a small green square to the south-east and looks it.
Getting there from Osaka Station is the awkward part. The building sits north-west of the station beyond a wide rail corridor, and the walk is about ten to fifteen minutes through an underpass that is signposted but not obvious. Allow for it. The building is in Umeda, and Umeda is the hardest place in the city to walk in a straight line.
Whether to use the pass here
Do not. The Osaka Amazing Pass at ¥3,500 gives you free entry to this building only before 15:00, and a ten per cent discount after. Ten per cent of ¥2,000 is ¥200. Going at 14:00 to save ¥2,000 costs you the only version of this view worth having, and there is no re-entry.
The rational play is to spend the pass on the things that are free all day – Osaka Castle, Tsutenkaku, the Tombori River Cruise – and to pay cash here in the evening. Basement B1 has a reconstructed 1930s Osaka street of restaurants, Takimi Koji, which is a good place to eat immediately afterwards and priced like a normal city, not like an attraction.
Frequently asked questions
How much is the Umeda Sky Building observatory?
¥2,000 for the Kuchu Teien Floating Garden Observatory. There is no charge to enter the building itself, the shops or the basement restaurant street.
What time does it close?
22:30, with last admission at 22:00. It opens at 9:30. The late closing is what makes the ticket good value, because the view is a night view.
Does the Osaka Amazing Pass cover it?
Only until 15:00. After that the pass gives a ten per cent discount rather than free entry. Since the view is far better after dark, the pass pushes you toward the worse visit.
Does the rooftop close in bad weather?
Yes. The open-air upper deck shuts in heavy rain and high wind. The enclosed 39th floor stays open, but you pay the same ¥2,000 for it.
Is it better than Harukas 300 or Tsutenkaku?
For architecture, yes, comfortably. The open ring and the escalator crossing are experiences the others do not have. For raw height Harukas is higher; for atmosphere Tsutenkaku is a different kind of building entirely.
